I went to Tokyo in 2008 and I hated Akihabara. It seemed so run down and ghetto and honestly it didn't feel like a safe neighborhood at all compared to other places in Tokyo. It was kind of a disappointment since it looked so cool in the pictures but the second I walked out of the train station I was like "uh oh" I first went to Akihabara in 2008 actually. I go there once every other month or so now. At no point then or now has it ever felt rundown and certainly not dangerous. Japan is one of the safest countries in the world (safest for a country of similar or larger size). The dangerous places in Tokyo for foreigners would be Roppongi where a lot of Yakuza run bars that might have a drugged drink causing you to wake up the next day with no money (this is not unusual for that area).
