He is by far the fastest and his attack is the fastest also.

Donatello is slow as molasses next to Raphael tbh

Raph is the best if you know how to use him. He has the strongest special and strongest dash special (which can kill most enemies in one hit). His regular attack is weak though, and he takes twice as much damage as Mike.

I am going by the SNES version here.

Don's Special is the easiest way to hit Super Shredder through his aura to open up attacking on the hardest difficulty.

I've not played it in years but from what I remember yes, different range and speed.

Yeah

Raph has the fastest attack speed and strongest special move but takes the most damage and has shortest reach
Mikey has the strongest attack damage but the slowest attack speed
Donatello has the longest reach but slow attack speed
Leo is the well-rounded one

To add to this, Don has slow movement speed. Mike has the highest defense. Roadkill Rodney's grab does 4 damage to Mike, 6 to Don and Leo, and 8(!) to Raph.

Raph's special attack also takes off 3 bars versus 2 for everyone else.

Hyperstone Heist had similar stats for everyone, but I think less variance between each turtle.

I never really cared about movement speed so I liked Don

But after several playthroughs it stopped mattering so much and I just pick whoever I feel like.

But yeah, unless you take a lot of damage, Raph is a beast.
