Not quite outside the realm of possibility, but close enough to the edge to be worth a few grains of salt. The above said, it's possible that the whistleblower is honestly mistaken about the figure, but correct in all the other details. $100000000000 is a lot of zeroes: an extra zero here could easily yield a sensational headline while unintentionally masking a more believable reality.
