Technically yes according to supplemental materials, but there are no in-game references to it. Link is the only returning character and there's no connective arc between the two games. Fun to think about, but it's not comparable to what BotW 2 is doing, imo.

Link's Awakening was originally very clearly the adventure ALttP Link went on after he finished his mission. But with the remake they didn't want to tie it to a 30 year old game, so they dropped the sequel implications (it's fine to personally view it that way though).

Also, while they feature a different Link, Wind Waker is very explicitly, irrefutably, a sequel to Ocarina of Time. Whether you like to believe in a timeline or not, the entire story of Wind Waker revolves around it following OoT. It's the next chapter in Ganondorf's story from OoT in the way MM is the next chapter of Link's story. Spirit Tracks is the same way, explicitly a sequel to Wind Waker/Phantom Hourglass.
