Mostly because games are still not good at rendering hair

There's Second Life and IMVU (although that's probably not what you had in mind.)

My black characters in Star Wars: The Old Republic had decent haircuts, IMO.

Why do you think last gen had almost every main character with a buzz cut

It was when I was playing Monster Hunter World that I realised I take this kind of thing for granted. All the facial hair options are very asian, and I wasn't really liking any of them.
