Yet still do not consider the US government to be despotic in nature. At every single level of government you have corruption and abuses of power that actively harm citizens in some way, yet this illusion of America as the good guys is still held up.

What will it take to nudge your average joe over the edge from government doesnt care about me to government actively oppresses me for personal gain

Significantly less personal comfort. Your average joe makes just enough and has just enough luxuries that the potential gain of a revolution (when we see revolutions on the news in other countries more or less yearly and they always end as bloody hellholes that don't fix anything) is far less than what they stand to lose.
