Elder Sign is my favorite 1-2 hour game. It's simple to pick up but the strategy can get pretty expansive, encourages cooperation, has a Lovecraftian aesthetic and themes. It's basically an intensely watered down version of Arkham Horror, it's way easier to play, and a lot faster paced.

Catan is $26 at Walmart and Target, is that too much? Cuz Elder Sign is like $30.

I'm not sure then, Clue is really cheap at $12, and is still a ton of fun, just not as dynamic as something like Catan.

Boss Monster. You play as a dungeon boss and craft a dungeon using the cards to try and thwart hero characters. Has a cool 16-Bit retro art theme.

Forbidden Island. A randomly generated island is created of cards which is slowly sinking into the sea (cards removed from play). Each player is assigned a class and you work together (or screw someone over) to collect all the artifacts and copter out before drowning.

I love the whole Fantasy Flight series of Arkham games and Elder Sign is the easiest of them to learn as it's Yahtzee at its core, but it'll still above the average/non-gamer capacity.
