Who the fuck picked that name? The dude in charge of the Kingdom Hearts titles?

I'm charitably thinking it's tongue-in-cheek by someone who is baffled that they're making that series to begin with.

From what I understand. The series is about Office/P&R style mockumentary about the high school where High School Musical was filmed, doing a musical version of High School Musical. So the absurd title is a tongue-in-cheek reference to the shows double meta absurdity.

Of course I've never watched any piece of the HSM franchise and have no intention of watching this show.

No, it was pulled by the producers. Matt Groening felt uncomfortable after the HBO doc. The ban isn't just Disney, it's everything in the US.

I'm running Android 4.4.4. on a rooted Google Nexus 10.

Am I missing something on this?

I'm guessing you're on too old of a firmware. 4.4 is KitKat, which was like 7 years ago.

But you should be able to to just sideload it. The Play Store automatically doesn't show stuff that's too low of a firmware, but not all are forbidden from just installing on the side even on lower firmware.
