having many years removed from any math class, and no actual memory of the rule, I would guess it depends on what decimal you WANT to round to, but if you take that out of the equation.. Id guess 16
because otherwise you could have 16.4444444449, but the 9 causes each d me final before it to round up to 5, which eventually means you get 16.44 rounding up to 17.
