A lot of sandbox games do the "Island" tactic. I think it's just easier border control for design purposes.

I would have loved to seen GTA IV with GTA V's scale.

GTA III was the only 3D game that tried to create the illusion of a *real* mainland.

I don't see how being an island takes anything away from the world they created. If it wasn't water, it would just be impassable mountains or some other trick that accomplishes the exact same thing.
