Harvey Dent. From the average citizen's perspective, I mean. Batman had just saved a bunch of cops and hostages, then he randomly kills Harvey Dent and runs off? What did people think was his motivation?

The average citizen probably didn't give it that much thought. Hearing that the masked vigilante in the bat suit was actually Gotham's 527th psycho killer was likely too easy to believe.

Batman is literally a vigilante with a history of keeping a hidden identity.
That means the public and local authorities don't have in-depth information on his motives or anything distinctly personal about him other than his stunts supposedly fighting crime. For all they know he could be another unstable nutjob lurking around in a city well-known for random acts of homicidal terrorism. A nutjob that is also difficult for the police to apprehend. The average citizens can't confirm whether or not Batman's just posing like a hero in front of cameras while escalating to violence towards ANYONE who triggers him enough out of sight.
