Mostly (but not entirely) because the story just has the worst writing.

People always hate on KH for its writing and plots, but it was never egregiously bad, imo. You always had endearing characters and plotlines. But KH3 feels like it was written by a fanfic writer who only had a loose grasp on the plot and characters.

Then once you throw in things like the unbalanced gameplay that's purposefully made easy even on Proud Mode, the lack of side content, and badly paced levels (and Arendelle in general)...you just have a really unsatisfying game.

It was literally just another KH game to me. I'm not sure what place people are building these opinions from.

Its a series made for children and young teens, but its taken so long to eat to the point that its at I think people are either incapable of accepting that it was a dumb baby shounen anime with so-so arpg combat that theyve grown out of or theyve legitimately deluded themselves into thinking its great

for what its worth the KH fan base is less vocally obnoxious since its release. They seem more demoralized than ever

You don't actually go to any real locations from the movie (the closest you get is standing outside of Elsa's ice castle). Most of the world involves navigating a labyrinth or climbing mountains (and then promptly getting knocked back down to the bottom as soon as you reach the top (this happens twice)).

Elsa and Anna (or any main characters) are barely present in the story, and when they are, they're just recapping the events of the movie that've taken place off-screen. Because of this, your party member is that giant snowman dude Elsa made in the movie that was present for, like, all of 5 minutes?

And then we have terrible obligatory minigames like piecing Olaf back together, and being chased by dragons while you sled down a mountain (which I would never recommend trying on Critical Mode).

It's just overall not a fun time, and even less fun if you actually liked the movie and wanted to see Elsa or Anna do anything besides singing Let It Go and Build a Snowman.
