My dad used a shady-as-fuck website to stream the Eagles game which I found baffling because he has the NFL Network thing. When I asked him about it, he said that it's shown on Fox, so he can't watch it.

There are blackout rules, it's the same with all sports. I'm a Red Wings fan, which is a Detroit team but I live in Tennessee. If the Wings play the Nashville Predators, I can only watch it on my local cable station, the stream I pay for, which is NHL.TV will black it out.

It's an agreement to not take ratings away from the home team in the state you live in, so they may stream all the other games that aren't televised.

NFL games generally air at four time slots on different networks during the regular season: Thursday Night Football (Amazon Prime Video, Fox, and NFL Network), Sunday afternoons (CBS and Fox), Sunday Night Football (NBC), and Monday Night Football (ESPN).
Thursday Night Football games are exclusive to the NFL Network up until the fourth week of the regular season.
And which NFL games you can watch on Sunday afternoons depend on your local market, as these games are carried on local affiliate channels. The NFL matchups on Sunday nights and every other day of the week are national broadcasts, so you can watch them regardless of your location.
