hes saying that when developers make games, they usually make them multi-platform and thus they make them able to run on the hardware of the current consoles.

like right now, current console hardware is like 5, 6 years old. so pc hardware released this year is running games that it never really takes advantage of its new features.

sure developeers could make a special pc version that is better, but besides textures and maybe advanced lighting effects, they rarely ever do.

Not really. Only indies are keeping video games alive and they don't need much GPU power, and even mid-range CPUs from a decade ago are still usable today.
