Because George Bush's war in Iraq, among many other things, generated a great deal of antipathy towards the status quo and the politicians responsible for creating it. Which in turn led to a lot of people willing to support a candidate who, for all his many, obvious faults, was willing to acknowledge and channel that anger.

I think with Bush and actually a reasonably amount of politicians in the public eye a lot understand we're not actually insulting them to be insulting.
We're making fun.

There's a different between making a joke about him screwing up, like saying Grecians instead of Greek and actively calling him stupid.
The point is he does dumbass things. Everyone does.
I imagine most politicians would rather be made fun of that be reminded their policies are literally treating young kids as criminals

But with Trump he takes everything personal because he makes it personal himself.

Not that Trump isn't deserving of mockery and criticism, but the people doing it for him in particular have made it a lot more personal. For a lot of them, it's an affront to humanity that he stands in the office of president, so there is much more venom in their mockery. Then Trump amplifies it being the big Twitter baby.

I honestly can't really see any president really making big use of Twitter from Regan onwards to trump.
Outside of "going to be in X today" or obviosuly for campaigining, most presidents I think would avoid it.

because Bush had a different personality. He was, in fact, taught to respect the Office of the Presidency. This is also why he didn't criticize Obama after he left. I don't like Bush W much, but he did what every classic Republican was told to do. He just took the criticism and didn't fight back.

Trump fights back and the result has led to a near 4 year meltdown from the mainstream media which may turn into an 8 year meltdown.

Bush was a politician, he understood that he was taking the biggest public political job in the US. He knew that the public/press/media would put him in the crosshairs and under the microscope and jump on his mistakes, he understood the President was a target for criticism.

Trump is a celebrity. The type of celebrity who was used to getting his butt kissed by the public/press/media. He expected the status quo to remain the same and couldn't can't handle it when he is called out. He doesn't know how to handle criticism

There wasn't a plethora of social media options where millions upon millions of people gathered to cry about it either. If Facebook, Twitter, Reddit were around and heavily popular back when Bush was in office, it may have been a completely different story.
