it's varnished/glossy? and certain subjects in the shot look more pronounced, almost as if they're 3d?

Looks like a photoshop filter or something.

Could be wrong though.

I guess if it were a real painting, oil, arcylic slatthered in gloss but not 100%

Looks like it's stamped into tin and then painted with acrylic. Resulting in those raises that give it depth.

Lmao its just a photoshop filter on a photo. I used to use that plastic wrap one on pics and it looks like that.

A lot of times painters will use substances to create 3D textures in their paintings. They can build up layers on the canvas, then paint on top.

If this is indeed a painting rather than photoshop, its likely that, combined with the sky having some sort of satin-like glaze.
