Could it be pva glue placed on top of the painting - same as for making water effects on models?

Looks like a photoshop filter or something.

Looks like it's stamped into tin and then painted with acrylic. Resulting in those raises that give it depth.

Lmao its just a photoshop filter on a photo. I used to use that plastic wrap one on pics and it looks like that.

A lot of times painters will use substances to create 3D textures in their paintings. They can build up layers on the canvas, then paint on top.
If this is indeed a painting rather than photoshop, its likely that, combined with the sky having some sort of satin-like glaze. --- ... Copied to Clipboard!
