Summary: unlimited movies, you can see as many as you want even in the same day. It only works for you, you can't use your membership for other people. It covers basic 2D movies. To get IMAX or 3D you have to pay $1.50 extra. The price depends on your theater, there are three tiers of membership, and each tier grants access to a certain number of Regal theaters. Cheapest tier is $18 per month, and grants access to 204 theaters. The middle tier is $21/month and grants access to 480 theaters. The highest tier is 23.50/month and gives access to all 554 regal theaters. To see which tiers your theaters belong to, check the link I posted. Also to sign up, you have to make an initial 12-month commitment. And if you want to reserve your seat remotely rather than at the box office, there's a 50 cent charge per movie.

They haven't made the official announcement yet, but their page is up and they're announcing it this week.
