I would have made Rameses be his own major villain. Drake and Sully would be after a different treasure altogether and Rameses has it. Sully is captured and Drake goes to rescue him. Then the whole boat thing plays out and it ends with Drake saving Sully and escaping. Rameses doesn't die. Instead, he shows up later in the story while Drake fights Marlowe.
