No, because neither group should be paying any taxes. To encourage people to make more money, tax rates should be highest for lower income rather than the current system. For very high incomes, I would suggest setting the rate to a negative number. This would allow the wealthy to actually benefit from their wealth, unlike our current system where it's clearly better to be poor.
