Winning at tictactoe is literally impossible if both players understand the game

There are no moves you can make that cannot be countered by the other player. The only way to win is for your opponent to be bad, or intentionally throw the game

All games between competent players will end in a draw

This. Tic-Tac-Toe as a game is "Solved", meaning there is branching series of moves from any game state (Including the start) that a player can make that will always result in a win (Or a draw). Famously, Connect 4 and Checkers are also a "solved" game.
