That is largely untrue. We can use skin color and other features/details that are apparent/stated to help determine.

He looks like he could be a depiction of a black person, an Indian person or a Southeast Asian person. He doesn't actually look like any of those things, though; you'd have to rely on prior knowledge of Toriyama's art style and writing to determine these things.

I would say that characters in something like Paranoia Agent or Hell Girl look, at the very least, vaguely Japanese.

Depends on the anime. Most of the characters in Attack on Titan are pretty damn white. Varies with Jojo seasons. Dragon Ball Z most of them are asian etc. Shit like Ghost in the Shell gets kinda confusing.
