This is tough actually. No line is perfect for me.

Squirtle and Wartortle are cool/cute but I hate Blastoise
Totodile and Feraligatr (Totodile in particular) are v.good but then you have Croconaw
Marshtomp and Swampert are awesome but idgaf about Mudkips
Prinplup is awesome and Empoleon is alright but idgaf about Piplup
Osha/Dewott/Samu are all pretty decent but nothing stands out as good ENOUGH
Froakie is cute and Greninja is awesome but Frogadier is very meh
Popplio is awesome. We don't talk about the rest of his line.
Sobble is awesome... but if Popplio's line is any indication, I'm terrified of what he'll become.

Gen 1 love is strong in this poll. Squirtle line is probably the weakest to me aside from maybe Sobble's which I have no opinion on yet, and Popplio's which has a good first stage and nice type but is meh design-wise later. Empoleon is the strongest final stage by a fair bit, and Prinplup is the best second stage. All the first stages are great, making it basically the opposite of the grass lines where all the first stages are meh and then the final evos are good. Although the final stages are also generally alright, there's no absolute stinkers.

I actually never chose a Water starter in my first playthrough of many games. Only W2 and Sun iirc. In W2 it was cause I used Snivy first in White and Tepig sucks, in Sun I just picked based on first evo and turned out the other two had way better late stages (and Rowlet is just generally cooler anyway).
