Effect: Raises power by 30 and priority by 1 every time it's used consecutively. Caps at 120 power and +4 Prority.

Might be useful early game but otherwise is useless by around the time your first Pokemon start getting fully evolved (28-32 range) as at that point, you'll have surf and just two 95 power hits are way better than a 30, 60 and 90 power attack. Same with strength, two 80 hits are only slightly weaker but because of STAB multipliers and the damage equation, you'd probably do more with two uses of strength.

That said, there's plenty of fun campaign moves and this could be nice though drop the increasing priority, especially if it can increase past +1.

I would think it would be too slow for competitive and easily walled out but would be alright more casually
