No, because it's a deep voice, an unnaturally low register. It's supposed to be serious and a little intimidating. Ditzy is more like lighthearted, silly, happy, bubbly, vacuous.

Its kind of similar to that valley girl way of speaking and it gives the same impression that they dont really have any confidence in what exactly theyre saying. It is a different tone though
