This happened in 2004.

They've been an odd publisher since then that has had highs and lows but the classic Sega of the 90's ultimately died after that merger. Now it's just a brand name who develops the odd Sonic game that's usually shitty and publishes stuff from better companies they have since bought out.

This isn't as popular an opinion as it should be but I think they died the moment Sonic opened his mouth to talk (in games, not the cartoons which were fine).

Their early PS2, GameCube and Xbox games were still quite good.

But 2004 was when they completely lost the potential to make games like they used to ever again.

It's just amazing that they're sitting on so many great franchises whose developers are still actually with the company.

Are they? I was under the impression most of them are long gone. I know the Jet Set Radio studio closed down. The studio making Shenmue 3 don't even seem to be internal Sega developers.

Rieko Kodama was still with them last I checked. Phantasy Star's 30th anniversary just passed recently without a word about it from Sega.
