Not sure if you're kidding, but this could totally work.

They will believe everything he says or tweets. All he needs to do is say that 90% of the wall is done, and there's only a small portion missing.

Every time fact checkers or people with actual eyes point out it's a lie, well, "that's the missing portion (whatever they point out), the rest is done"

It can totally work. Fake news footage of brown people trying to get over the wall but failing and people with MAGA caps taunting them could follow, like this:
