A bunch of really racist people co-opt a symbol and start using in for themselves, start trying to code them into conversation. People call out the racist people for co-opting the symbol and start pointing out and punishing people using it in things. Racist people somehow take this as "victory" and don't comprehend the idea of what they did and how it can apply to oodles of things.

The thing people saying "It's just a 4chan joke!" don't understand is that when a bunch of people from /pol/ and adjacent groups start trying to play up the joke by using it in real life, that just makes it a signal used by white supremacists.
