As explained by the developer of Silverio Trinity, all of the forms regarding the censorship policy are in English and Japanese developers either have to learn English or hire someone to fill out the forms for them. And yes, this is even for games that are released strictly in Japan and Asia.

All this started because they censored a mode where you can "touch" and harass some girls in a so called "intimacy mode".

He talked about how it got started. I'm pointing out the censorship craze started with Nintendo's hand in Fire Emblem as well as the infamous dress in TMS#FE

Nintendo has since backed off for the most part but Sony has since taken that idea and dialed it up to 11.

Video games have a history of being targeted for their violent content as well as the sexual, right down to the whole "this encourages XYZ crimes in real life" accusation. Are you not familiar with Jack "Murder Simulator" Thompson?
