Because liberal democracies the world over have largely failed their constituents economically. Most don't want fascism, but the elites view it as preferable to the anger and resentment created by decades of economic mismanagement being directed at them(i.e. where it should be directed).

The rich would rather kill millions of their fellow citizens if it means they get to hold on to their feeling of financial superiority, thus they prop up fascists who are also slaves to the almighty dollar.
