The main place I see this is at large shopping malls because there are a lot of people. Usually this is just on younger children who have a tendency to wander off anyway.

There's nothing wrong with it. Calling them leashes makes it sound a lot worse than it is. Kids have a harness with reins to stop them wandering off. I've used them as a parent and I think it's a lot better than the parents I see who let their very young children wander and run out of sight.

I find it a bit weird, like when you see kids who can walk with a pacifier, but I taught my kids the dangers of the road basically as soon as they old walk so it's never been an issue.

My mother used reins for me when I was child. They've been widespread in the UK for decades and no one really thinks anything of it.

So you tell your kid to listen and not run off. When they do, you use the leash. If they hate it enough, they'll learn to listen from then on.
