UPS Ground packages are generally delivered anytime Monday through Friday between the hours of 9:00 a.m. and 7:00 p.m. (and sometimes later) to residences, and to business addresses during their normal business hours Monday through Friday. UPS Ground packages cannot be scheduled to arrive at a specific time of day. UPS express shipments have guaranteed delivery times that vary by service.

They're probably going to update it to a later delivery date when it gets this late, but Amazon does deliver up to 9pm on next day delivery, but don't remember if they use UPS for those.

I work in shipping and we don't offer UPS, but generally it seems like deliveries are meant to occur no later than 8 pm local time.

Depends on the driver. Sometimes drivers are willing to even go up till 10pm to deliver packages. Though most of the time late deliveries like these are called misloads, where the package went into the wrong car and the drivwr can decide to deliver it out of their way or return it back to the hub. Or so my friend from UPS says.
