I think they are renting from the people who lived there before. I lock every door and basically just dont want people seeing inside. Almost all the most disgusting ones have bedsheets and table cloths and black garbage bags tacked up in the windows so that there's literally no way to see in or out of the windows. We have blackout curtains that we close at night but keep open for our plants during the day. Our old neighbor never kept their curtains closed, and would wave to us if they saw us in our bedroom (which even I thought was a little weird), but it was harmless enough. Our new neighbor who moved in a few weeks ago had them open for about a week, and then a week later they're closed 24/7.
