I rammed a thunderstone onto it as soon as possible at sub 20 or whatever. Who needs those moves, look at the tub-o-mouse.

Alolan Raichu can actually be pretty good in doubles if paired with Koko.

Faster than the entire unboosted metagame. And faster than nearly all Pokemon with a choice scarf.
