Hey you have an arbitrarily-selected 10-day window to enroll in our insurance, even if you want to keep things the same or even if you want to decline. If you take no action, we will automatically enroll you into the high deductible plan because fuck you.

Oh you want to change something outside the 10 day window? Ha ha go fuck yourself!

Sounds more like your open enrollment is a sham. If I want to keep things the same for next year all I have to do is nothing.

Well, you're paying low premiums per paycheck, no?

Actually paying nothing atm since I'm 25 and still on my parents' plan, but I'll have to re-enroll when I turn 26 (it's a "life event" so I can re-do it outside the 10 day window)/

This.

This is an active enrollment and requires your elections for all 2019 benefit choices, even if you decide you want the same choices as 2018. Enrollment takes place in the *** system (see additional details below).

All eligible employees must complete the enrollment process by 5:00 PM CST on November 9th, 2018. Employees who fail to complete the enrollment timely, will be defaulted into the High Deductible Health Plan option, but not into any dental, vision or flexible spending options.

Yes, it is a sham.

Sorry, I worded that wrong. I meant if you got shunted into the high deductible plan at least you'd be paying low premiums.

It's not a sham just because you are incapable of acting before the deadline.

What makes you think I haven't/didn't act?

Sounds like his company does it in a way that's a sham. The open period is just for changing/updating. If you want coverage to remain the same, you shouldn't have to do anything.
