yea. they like to say that phrase so it excuses them to kill the person or beat the shit out of them. most of the time the person isn't actually resisting. but the way cops tackle people it makes people tense up and the cops mistake that for resisting. that's why there are so many cases where cops are screaming it, and the victim is saying "im not! im not!"

One time I was cooperating so hard that I was trying to put handcuffs on myself to save them the trouble... and they beat me to death twice and shot me over 9000 times. It was exhausting... and after all of that, I couldn't get any sleep in my cell because they kept waking me up by yelling "STOP RESISTING" and tazing and shooting me more. I even volunteered to go to double jail. They added charges of trying to escape when I did that :(.
