It's not just about that.

It's to avoid being on the defensive.

In a debate, being on the defensive makes you look weak. If you are scored on points, then it's a bad strategy, but in politics it's actually the most effective strategy. You're like a boxer who always strikes, always keeping your opponent on the defensive. It makes you look stronger and more dominant.

It's sneaky and dishonest, but it works.

I'm conflicted. On one hand it can be a tactic used to deflect the conversation, like some have said, but on the other hand hypocrisy needs to be pointed out. Especially since people in politics can be very very hypocritical. I personally have a problem with hypocrisy in general even though I admit I myself can be hypocritical, but I try my best not to be though.

Some do. Others do it because they subconsciously realize that it shifts the discussion away from themselves. And others do it simply because they want to appeal to some sense of fairness in order to escape punishment or criticism.

Remember, whataboutism is something that children do all the time and are routinely corrected over. "But he started!" "But she was doing it too and you didn't get mad at her!" "But everyone's doing it!"
