I don't think that is fair when it is two separate news agencies. The bottom one is based out of France and the top out of New York, USA. So, maybe there is some difference in how they angle a story.

Well, don't The Last of Us, or other apocalyptic medias teach you differently as generally, in times of crises, people cling together like glue. You walk down a battered road, if someone is already there, you'll gravitate to each other to move together. Every restaurant who can't continue to function thanks to the loss of power will be cooking and giving away their food. There's a mutual understanding that you can't do this alone, you have to work together to survive. Looting only benefits the looter, and sights of one will cause someone to worry in fear of them being the less target, you don't need that stress after worrying about what remains of your house after the hurricane.

And yes, I was hit by Irma and Maria last year if this helps strengthen my word.

Electronics and games to keep entertained during the dark times. Copper pipes and aluminum siding so they can scrap them for food money. Ect?

Same. Almost every hurricane there is always somebody stealing a TV. I remember during Hurricane Harvey there were two looters with two flat-screen TVs. One of the dopes even drops the TV.
