Not someone who can but is unable to for whatever reason (physical issues, legal issues, etc.), but someone who flat out never learned how to drive.

For me, this would be my 28-year-old sister. Can't drive so she needs people--usually me or my mother--to drive her to where she needs to be, either her job (part time retail in the evenings, so leaving right back out after we get off our own jobs is annoying) or to take her and her son to his soccer practice, doctor's appointments, or anything else she needs to get to. She'll only use the bus if there's no other choice.

I'm not sure why she's not jumping on learning by now (I did learn rather late myself, at age 23, but I still did it). My mom will be 60 next year so she can't keep running around like that especially at night when she gets off work. And while I still do live with them, I am planning on finally moving out in the near future, and depending on where I start living, me having to run out and get her or take her to her job will be unfeasible (and even if I am in the general area, I still may not be able to do it).

My grandma is 89 and she never got her license. She drove farm equipment when she was in her teens and 20s but never drove a car.

I knew someone who didn't know at 26; they're 30 now and they've learnt at some point. I think that's the oldest who's never known.

my bf is 30 and is scared of cars and scared of driving. i know a 35 year old who doesn't drive but i dont know if he can't or just can't afford a car.
