Although one could argue that music, art and/or writing aren't mandatory and could be in any order, I do think that when considering the impact they'd have otherwise that this is the correct order. But programming is the most important because if you fuck that up then in most cases the game just isn't going to be fun.

You need art, otherwise youre looking at a blank screen

Point I was trying to make is that you don't need good art. Bad art isn't as impactful or as bad programming or music.

programming is the most important because it makes what the game is - the control, the gameplay style of that game.

art means graphic - second most important.

then, music.

then, writing.

without music and writing, but just have the first two to be perfect then it could be the best game, too.

Programming is the only one a game literally CANNOT exist without.

You could have a text-based guess-the-number game which has no music, no real writing, and no artwork. It's still a game.

You can't make a video game without programming (obviously, if you use a wider definition and include eg. board games, that's another matter - but then, arguably, the game's rules and mechanics are a form of analog "programming" in a sense, too).

Music as a gaming pillar is equivalent to bass guitar in rock/metal. It's only there to act as the glue that helps bind it all together, and if it's done right, you won't even pay attention to it.
