In the book, he got his powers much younger. It's actually been a part of Superman since the Crisis on Infinite Earths reboot to try and ground his powers a bit better in scientific ideas (you don't instacharge a battery), and to avoid "superbaby" style shenanigans. Smallville largely ran with it because a new power every so often made for for good episodic television in a lazy writer's mind.
