Police say a group of people were playing dice in a common area of the complex when the shooting happened.

Sounds gang-related. Stuff like this happens all the time here just with less people shot at once. Living in a crummy neighborhood you learn to stay away from those types of gatherings for this specific reason.

The existing laws haven't made an ounce of difference. Very few people who do these kinds of shootings purchase them legally or register them.
