What? That doesn't.... No, not engaging.

What do you think it's called when 2 people are trying to come to an agreement and one person offers terms and the other party declines or makes a counter-offer?

Depends, how is this being coordinated?

Is it on friendly terms or is one party attempting to hold the other party over a pit of lava and threatening to let go?

Call me crazy but I think he is up to something here.

> NAFTA is a 3 party deal
> 45 hates Mexico but not Canada
> 45 is ok trading with Canada but not mexico

So he tells Mexico he is doing a deal with them, makes it look like he is kicking Canada out and signs a shit and draconian deal for the Mexicans.

Then he will sign a far less draconian (for Canada) deal with Canada later on.

Really? No comments?

So it's not a negotiation because it isn't friendly enough? Jesus that's the most Canadian thing I've ever heard.

The argument is that it's not a negotiation because one party isn't attempting to negotiate.

They can't even do that anyways because they told Congress it was going to be a 3-party agreement so it legally has to be a 3-party agreement.

If they want to change it to a 2-party agreement they have to tell that to Congress and then wait 6 months.
