burgers probably not a good idea. bacteria gets all over the meat when it's ground including the insides.

for steaks it's different the meat is solid and bacteria is mostly outside only so you only have to actually cook the outside.

That's how sushi works, essentially, the outmost parts of the fish are cut off so you're just cutting out the bacteria. You can also make beef sushi that way but it's less common.

But I would never do that with ground beef.

Make sure ground beef is cooked through. Steak is usually a-ok as long as the outside is cooked.
