Because it's the easiest/cheapest to make.

There use to be some decent h-games on pc in the 90s. Ones like dragon knight 4 with gameplay good enough they made a non-h console version. But why put all that effort into making a good game that most retailers are too ashamed to even carry.

Match three puzzles arent the only way to make a porn game. VNs are proof of that. Still, if you want GAMEPLAY in an h-game, theres less options. There are some porn RPGs though, if you look on Nutaku. If you have an Android, you can even play them on the go!

I also would recommend trying out something like HunieCam Studio, it the sequel to Hunie Pop (which was very enjoyable), and its not a puzzle game. Plus, theres always modded games like Senran Kagura Estival Versus, whose PC version has an uncensored naked mod.

Also IIRC theres a shit ton of those no-gameplay-having menu navigation games (what I call all graphic novel games) for those that want hentai games.
