GTA V is on the fritz, via Steam

Some update messed with it. I've tried verifying the files, gone into the folders, restarting my PC, restarting Steam

Been doing it all day. I was only a few hours in, but that would be annoying

It won't let me save the files because it's in the process of updating... but it's never ending and 0 bytes being downloaded

Probably won't if you keep a backup somewhere else on the harddrive.

if the saves are backed up to steam cloud then no it won't delete the saves.

it might not delete the saves anyway if they're stored locally in your app data folder.

It can depend on the game, some will store saves elsewhere, and others will store saves directly with the game's files. If you delete a steam game you will likely lose the save if it stores the save along with its own files, but not if the game stores them elsewhere.
