i try my best to get my tax return at 0 or close to it.

This. Honestly I'd rather have that money in my pocket and owe 1-2k that I can just pay at the beginning of next year.

if you paid by money order for IRS debt. check with the issuer of the money order to see if it was cashed at the appropriate business

if it was a credit card, check to see if the proper business got the money

if it was a check, check with your bank

if all solutions worked and IRS still thinks you owe money. need to contact them to see whats going wrong.
