Most of the ministry is incompetent or corrupt. The Aurors looked for Voldemort while he was missing and never got close. Somehow Dumbledore knew he was in Albania the whole time, and Wormtail found him in a matter of months. Good job Aurors, you had one fucking job. Go comb that fucking country, It'd take you a few months.

Also, they let Malfoy, Nott, Crabbe etc all talk their way out of Azkaban the first time Voldemort fell. They were terrorist scumbags. Imagine if one of the terrorists who plotted 9/11 survived one of the crashes but somehow managed to talk his way out of Guantanamo. Their entire alibi was that they were being controlled by Imperio, but it would be so easy to find out the truth of that. Veriteserum, Legilimens, or have them give their memories for an analysis in the pensieve. You'd say that would be a crazy invasion of privacy, but they were on trial for being DEATH EATERS. Instead, the corrupt Ministry let them go because they donated loads of money to Ministry officials.

Weasley wasn't really incompetent, he was just in a job that didn't matter. All he did was go around and clean up messes caused by douchebag wizards (shrinking keys). In HBP, he got put into a job that mattered and seemed to do fine in it.
