I personally like him the best. Great lines, good buildup, the whole arc really sold the desperation and fear the z-fighters were feeling and he went out in a blaze of glory.
He may not be a super deep villain, but he had glorious presentation and was charismatic, and I think that made up for it. Cell and Buu were also a lot of fun. Taking all his forms into account, I like Buu the best. Cell got more boring with each upgrade whereas Buu went through like 5 different kinds of unpredictable.
Even after all his absorbed power was removed and it seemed like he would be a lot easier to deal with, he immediately blew up the planet.
