First of all, evolution doesn't mean an organism is supposed to be "better" just because it's newer. Second, if you can get a pug from a wolf, it's because of the pug father and how the genes interact that allow for the offspring to be a pug. That doesn't mean random mutation didn't occur in the process or that natural selection isn't also going to apply to the pug offspring.
