huh, I've seen shows where they have conversations during the train ride, they even have those dramatic door closing after some truth revelation and shit, maybe the rule applies to peak hours when everyone is super crammed.

I've been to Japan and they ask you to change your phones to silent (Mana Modo, I think they said). It's not like you're not allowed to make a peep, but it's considered rude if you talk loudly or something like that. They value their personal space I suppose.
